When Neo was sent to Yamaku she had been well aware that it had been to get her out of her parent's hair. They didn't like having to care for a mute child, much less one that was much more unruly than they'd like. She was often kept away from the world, not out of any protectiveness but because to it was easier than actual parenting. Here they could just rely on someone else to do it.
